Is microsoft security essentials a scam?

PLz answer! Is microsoft security essentials a scam?

When I got my laptop from my uncle it didn't say anything about viruses until I plugged in the internet. I got scammed before by something saying that I had a virus and I don't want to get scammed out of my money again. I didn't see this program until I got internet on my laptop and all of a sudden, it pops up talking about viruses THis microsoft security thing won't let me get on the internet on my laptop. Is this a scam virus thing? Should I try to uninstall microsoft security essentials?

Its also something on my laptop called windows web commander saying I have viruses. How do I get rid of it?.
