Creating Graphics and Backgrounds

When making graphics, is it a must to draw them yourself or can you take things from the web and use it in your designs? My friend was asking me this the other day and I didn't have an answer.

If you want to be original yes, it is a must to Create things in your own. You can take things from the web and edit them but credit must be given to the original designer.
Creating designs takes time and patience and for digital work, the right programming (photoshop, and illustrator specifically) how would you feel if you worked hard in a design and saw someone else flaunting it around claiming its theirs?
