Does hot water open pores?

No. Pores (and skin) do not have muscles so are unable to open and close (expand and contract). Hot/warm water or steam softens the skin and the oil/dirt in the pores making it easier to clean. It can also relax the facial mucles under the skin which is why it seems your skin is reacting to the temperature (like the mucles react and contract with cold too).

Yes, hot water, and hot steam helps to open pores. A cleanser also helps to do this. Be sure to use a toner afterwards, and splash your face with cold water (which closes the pores), otherwise your pores will get blocked up with dirt and so on.

I'm not sure if it's the hot water that opens pores exactly or the steam from the hot water, but yes it does. I know that if you put hot water on a facecloth and put it on your face it will open your pores.
