My crush is moving to england: i want to tell him i love him but im scared to death!

hi i have a huge problem the guy i've liked for four years is moving to England. I started liking him when i was in fifth grade because he was hitting on me all the time and had alot of awkward eye contact but i didnt know if he was just kidding or not. Hes told me he loved me, that i was precious, that i would always be his baby, and everyone thought we liked eachother but after two years of not being in his class he kind off drifted off to another girl who talks to all the time like he used to talk to me but he still tells me he loves me but he sounds like hes kidding and now hes moving to England and hes really sad. i wanna tell him i love him but im scared to death...

You got to tell him if you want him to know other wise bye, bye he's gone and you never got to tell him and you'll regret it. So pick, relief or regret?
