If this is a school team, then you will need to decide if you are more concerned with winning every game or developing your team.
If you are only interested in keeping your best players in the game at all times, you will miss out on some hidden talent sitting on your bench.
Put people in as often as you can, and if you have some players that are just really bad at basketball, then suggest to them as kindly as possible that they try out for another sport.
My suggestion for letting them down easy is:
"Our roster is so full that we don't have enough positions open to play you very often. This isn't really fair to you, so I thought I would ask if there is something else you would like to play rather than sitting on the bench so much. What do you think?"
If they say they are happy sitting on the bench and only playing a little, then you don't need to worry about their feelings on this anymore... since they just told you that they are perfectly happy with the amount of play they are getting. [ DangerNerd's advice column | Ask DangerNerd A Question ]
