You kiss a guy when you have a special connection with him... not just because you want to get it over with. My first kiss was at 16 too. One of my friends is 18 and still hasn't been kissed. So don't worry. Everyone is different. Look at it from a good view- be lucky that you haven't had your first kiss yet. Make it something special and make the guy work for it. don't just hand it out to any guy who comes along.. make sure he's worth it and worth waiting for. otherwise, there's no special connection and it won't be amazing.
Another thing- you're 16. You're starting to mature and become an adult. So.. you need to start acting like one. Adults don't care what other people think. They say, do, or act what they want and don't let other people's opinions get to them. Stand up for yourself and be proud of who you are.
If you really want guys to notice you, just be yourself and some lucky guy will come along. Don't force it, just let it happen naturally. Flirt and socialize with guys.
