ELF (Eyes, Lips, Face) cosmetics is running a promotion this month for their "birthday" and their makeup is really cheap and I don't remember shipping being expensive at all, if not free ;)

Amazon often offers makeup with free super saver (order over $25) or Prime shipping. If you're a college student, you can get a free year of Prime with a valid .edu email address through Amazon Student.

Generally, free shipping is standard shipping to the US (sometimes just the "lower" 48, sometimes Alaska and Hawaii) and you'll pay more for international and/or expedited shipping :)
And, there's always in-store shopping! Some Target stores sell ELF and they have a Sonia Kashuk (don't remember how it's spelled) line.
