can i peirce the skin above my clitorious?

can i peirce the skin above my clitorious? its small and very thin and its not on the clitorios.. its about half an inch above it?

Yes you can, it's called a clitoral hood piercing.

The most common hood piercings are the VCH (vertical clitoral hood) and HCH (horizontal clitoral hood). These are not piercings that can be performed on everyone because there needs to be enough skin. A reputable piercer will be able to tell you whether or not your anatomy is suitable for piercing.
