I am not a lawyer and neither am I a resident of the state of Colorado. So the answer to you question is I'm not really sure. I've never heard of a victim of a crime being compelled to make a police report. This does not mean that your state does not have such a law. You need to check with a lawyer.

I'm also not sure what "DV" stands for. If it stands for Drug Violence, the State of Colorado may have some unique laws concerning drug crimes. Again your best answer is to consult an attorney in Colorado.
