I'm not really sure what you can use that vibrates but most places that sell adult toys require you to be at least 18 and they ask for ID's.
The only way I could possibly think of is to have an open discussion about sex with your mother or someone you feel comfortable talking with. I know it's extremely awkward but I think your Mom would rather that then you having sex at your age.
