tall black pants: Is there a place tall girls can shop that doesn't cost a fortune?

Hey
I'm 5'11, female. I'm 21 years old. I really need some dress pants, black especially, but I never can find any that are long enough. I need about 31 inch waist and about 36 inch inseam..i dont want them to be super expensive either..where can i find some?
