As of right now i have AT&T but i'm switching to verizon. I saw a commercial that if you have AT&T you can purchase the iPhone for 49.99. I was wondering if i can buy it now and then when i switch to verizon still keep the phone and just switch plans. Can you do that? Thanks!

Verizon wouldn't want you to use an AT&T phone when you can buy one of theirs. The AT&T version of the iphone is way better anyway so you might want to consider staying.
