So for your first question, the girl sounds like she may have some interest in you. Even if she doesn't 'like' you right now, it seems like she sees you as a possibility.
Secondly, talking to girls doesn't have to be that hard. Do it when you have a good chance, like when you are in class together or near each other at school. Bring up something you both have in common, like a teacher you hate or think its crazy, how the weather has been weird lately, or ask if shes going to the latest school event or party. After you get a conversation going you can ease into asking questions about her so you can learn about the girl, and share some of your interests like motor biking.
And lastly, you need to put in the hard work and exercise. You need to do some cardio, like running, swimming, etc. And you also need to work on your arms. You can lift free weights to start and then move to the gym to use the machines and heavy weights. You can also use resistance bands and do push ups.
Make sure you also have a good diet and get lots of protein, because thats what builds muscle.
