In the broadest sense, a chav is a general word used to describe people who engage in anti-social behaviour. Stereotypically, chavs wear fake Burberry, tracksuits and lots of fake gold jewellery. The girls usually have all their hair scraped back off their face in a ponytail. Nowadays the word is usually just used to describe any white, working class teenager getting involved in stuff like drinking in the street and petty crime.
There are quite a few urban legends behind where the word came from. Some people think it comes from Cheltenham, a town in England, where the girls at the college would call men 'Cheltenham Averages', which was shortened to 'chav'. Another theory is that it is an acronym of 'Counci House Associated Vermin'. It most likely comes from the Romani word for 'child' which is 'chavi'.
The whole chav thing has almost become a style now though. Bands like N-Dubz pretty much base their image on the 'chav' style. Quite alot of British celebrities get labelled with it too.
