eyes blurred in pictures?

So why does everyone hide someones eyes in pictures or on tv when trying to keep them anonymous... like anyone who knew them well would probably still be able to tell by the rest of their face and their hair and body... I never understood that. Really random question I know haha I'm just curious if anyone knows..

sometimes its like a legal thing, so the TV company want a less blurry pic so you can see the lips and everything talking but the person wants to be unknown so they cover up what they think is the most identifying part the eyes stupid really but yknow

They want to remain anonymous. They don't want random people to see them on tv, then approach them on the street if they recognize them. And it's hard to remember a nose and a mouth instead of the entire face.
