I'm Emo/Scene (More of Emo) they like neon colours so like blues greens pinks and with a eye pencil you do your top softly and and then your bottom eyelid and a bit over the bottom and the with your eye shadow pick out a blue or what ever neon colour you like and put it on your top eye lid use your finger and smug it in then with your eye liner go over your eye pencil parts and then with eyelashes they have to be thick and slightly longer than your eyelashes will go with mascara you use glue to stick them on and with your mascara touch up the tops of your fake eyelashes! (I use Rimmel London Scandal Eyes Rockin' Curves)

Something like this, maybe?:

(The actual tutorial starts at about :51)

Sugarpill shadow in Bulletproof would be perfect for that kinda look, it's super intense/pigmented:

It's definitely important to prime before doing dark eyes, Urban Decay Primer Potion and Too Faced Shadow Insurance are the best. And curling your lashes will also make a big difference.
