Is there anything I can do to make my town more bicycle friendly?

I live in a small suburb of Dallas, and in my neighborhood you can ride your bike on the sidewalks or on the street, but when you try to ride out of the neighborhood its unsafe. on both sides of the road are long ditches, which are to protect the area against flooding I'm assuming. its unsafe to ride on these roads cause if a car was coming I couldn't go to the side of the road to let them pass, because I could risk falling like several feet, and probably landing in snakes, poison ivy, etc. not to mention the risk of broken bones.
For the last 10 years the town has been growing rapidly from a really rural area. the high school is only like 2 years old. I'm 16 btw, and my family moved to this town a few months ago. So the roads aren't that old.. I don't understand why they didn't make a sidewalk or atleast a bicycle path. The town is small so the distance to school, the town's library, and several other businesses is within bike-able distance. the only thing stopping me is these dangerous roads.
Im not getting a car anytime soon and I'd honestly rather ride my bike to places.. its great exercise and it doesn't pollute. I think that sort of thing would look good for a town.. its decreasing the obesity rate atleast. So what can I do to change things? Should I go to my municipal office and talk to some random person about it? Call them? How can I convince them? Please give me self-help articles and stuff.. like if other people have done this type of thing before

They leave it unsafe on purpose. If everyone is safe. Less work for doctors. Same way whith the FDA- when a cancer treating supplement with no side effects is distributed, they shut the makers down yet they approve long term suicide supplements such as those deadly prescription drugs & cancer sticks. It's not for us people, for power & profit. They clearly have the power to manipulate our minds and that is already too much power. I apologise but it's simply reality..........Try talking to people at school, (Principal, Superintendant etc.) They might help. Maybe write something stating the positive effects of making a safer system for bikers. Then present it. So I found a sample letter. I think that you have the right idea. Perhaps visit the municipal office and explain your concern to someone there and then ask who you should write a letter to. There must be someone in charge of that sort of thing that will be most likely to listen.
