Sorry to say, but people don't usually tend to like people three years younger than them until they are in the later years of highschool or out of highschool when age isnt as huge as it is when you're younger. I'd say to try and find someone closer to your age :)

CLEARLY he has a girlfriend. He's happy with her. If he wanted to like you, he would. You cannot 'make' someone like you.
Don't meddle in his life. If he likes you, he'll come to you.
