I can tell you something about technical testing, from experience in hiring people who have studied for their CCNA through these rehearsal methods: If you want a job you have to be able to do the work!
Anyone can pass any one of the tech tests offered there... even if they don't own a computer. But what happens when you get a job and the people paying you actually want you to do the work that that certificate supposedly proves you know how to do? You are doomed, that is all there is to it.
