I'm 14 so I might be able to help. First you have to decide if you like him or not. Is he someone you like as more than a friend and can picture your self with? Well if he is then tell him that you like him. You aren't Dating so it's okay to tell him over a text or something. Talk, hang out, learn more about him and see where it goes. :)
