I've been tanning for a while now. From my knees up I can get pretty dark. But below my knees I can't tan. It gets some color but barely any. Is there a tanning lotion I can use to make my legs look even with the rest of my body?

I put it on every day right when I get out of the shower, followed by an anti-aging lotion (you DID say you were tanning, right?!) It doesn't really matter what lotion you use, but doing so decreases streaks.
I find that this self tanner is great because it builds upon itself, meaning that you can experiment a bit and gradually work up your legs to match the shade of the rest of your skin.
With any self tanner, be wary of using it on around the toes and heels of feet...the rough part of your skin will soak up any self tanner at a different rate and the unevenness will lead to more streakiness.
