Where can I find flat leather boots that are relatively cheap ($100 and under)?

I recommend Payless, they always have a wide selection of boots and they are definitely under $100.

i dont know for sure if there careing them or not but i love to shoe shop at jcpennys they ALWAYS have a huge clearance section and since spring is rolling around THERE BOOTS UL BE ON SALE YAAAA
almost all there shoes are like 50 $
