The smiley means he's just being nice. Usually when a guy doesnt text back, that means he's just not interested enough. Wait for a guy to text you back. I think it's better for you to talk to him personally face to face than text.

I think you should start the conversation with "hey you" cause it seems super cute and friendly but not annoying. And then, have a conversations about his interests, what he likes to do for fun, ect.

I think you should try & start a conversation with him that way he'll send you more then just smiley faces ask him questions about himself or ask if he'd
like to hangout with you sometime so you can get to
know one another better it's worth a shot there's no
harm in asking him if he'd like to hangout the worst
that can happen is he'll say no but at least you know you tried instead of doing nothing(:
