Preventing Ingrown hairs

So I've always had ingrown hairs after I wax down there. And apparently, to prevent ingrowns I should exfoliate. But if I exfoliate, won't the friction and such cause MORE ingrowns?
Or am I not understanding the word 'exfoliation' properly? What is it then? and How?

exfoliating is using an exfoliator cream or a brush to scrub off all the dead skin off your body...ingrown hair is hair that hasnt had a chance to grow properly so skin covers it.when you scrub that skin off then the hair will surface to the top of the skin.
