if u have sex n use a condom can u still get a std if fluids touch base of shaft of the penis. In order to get infected it has to be the tip of the penis right?

That is why it is SO important to have your partner and yourself completely tested before engaging in sexual contact with each other. Fluids don't even have to touch for things like HPV and herpes! There have been multiple people here that posted about getting herpes and even HIV/AIDS even though they used a condom each and every time they came in sexual contact with their partner.
Condoms can only cover so much and, even at that, there are researchers finding that the AIDS virus may be small enough to pass through the pores of the condom!
