condoms and std

if u have sex n use a condom can u still get a std if fluids touch base of shaft of the penis. In order to get infected it has to be the tip of the penis right?

You are still at risk for catching STDs and STIs even when you use a condom. That is why it is SO important to have your partner and yourself completely tested before engaging in sexual contact with each other. Fluids don't even have to touch for things like HPV and herpes! There have been multiple people here that posted about getting herpes and even HIV/AIDS even though they used a condom each and every time they came in sexual contact with their partner.

Condoms can only cover so much and, even at that, there are researchers finding that the AIDS virus may be small enough to pass through the pores of the condom!

Be safe and always use a back-up method of protection when you engage in ANY sexual act so that your chances of pregnancy are decreased. ALWAYS have your partner and yourself completely STD screened before engaging in this sort of activity.
