I would say in my opinion being a guy, it doesnt matter if pants are on or off. I have don't to a female while she was driving and while I was driving. I just have this thing for being in public, I don't know what it is. And some guys when around other people like friends and in their teens like to do it because they want to show off to friends. And to get a female off its real easy a guy just has to rub the clit or put his fingers in about an inch.

This is not a dumb question. I can't tell you why guys always try to finger a girl in a public place. Another question showed up here once with something similar too. To answer your actual question, not necessarily. It's easier to get a girl off with her pants on than a guy. You don't really need your underwear and pants off while guys, you know, kind of need more room in their pants so it's harder, if it makes sense.
