What film is this from???

Ok i just remembered a scene from a film but i dont know which or who was in it ok hope you can help.
The guy is sitting on a chair layed back and he offers a ciggarete to some one and he leans forward and kinda like squints his eyes and puts his hand forward but he way he does it is like he slowly but cooley.W8 i think its from SEMI PRO but i need help?????
