why are some people pale
do some people have perpetual sunburn or are they just so pale that they are pink/red?

Some people are very pale and burn very easily. In the summer, they do have a perpetual "burn", if you will. They are extremely sensitive to the sun.
On the other hand, some people have a condition called Rosasea in which the face becomes red.
Then...there are people who drink alcohol and develop a red face, particularly the nose.
