hair question

hi im still confused on what "frizzy hair" means. is it like a dry, curly mess?

and i dunno if this question is related, but why do some people's hair look so smooth while others you can see individual strands sticking out?

Smooth hair usually depends on how the hair is cut. Hair that is cut one length will be smooth and hair cut in layers will show individual strands.

If hair is damaged, then no matter how it's cut, you will see the damage as split ends, which will cause the hair to look frizzy. Dried out hair can frizz too. Not everyone has naturally frizzy hair, but many people do. Hair that tends to natural frizziness usually frizzes when it's humid out, like the woman in the picture in the above link.
