scrawny basically is a slang term for someone who is really small/skinny/without much muscle.
someone will call you scrawny if you're really skinny, and not srong. chances are someone will call you scrawny if you're very skinny/boney or not toned.

When I see a tall, thin person I usually refer to them as 'lanky.'

Usually they have to be skinny to be "scrawny", but if you're tall, too, then you can still be scrawny.

They don't have to be tall, they just have to look like if you gave em a light push they would probably fall over hahahaha you know like skin and bones well usually but people use it loosly. Or it could just mean you are considerably smaller than they are, like a big football player guy may say it to his petit girlfriend :) even though she is a good weight for her height, to him she is "scrawny" :)
