It's normal to want to have sex, especially at 13, cause thats when puberty hits. It will take some time, but you'll learn to control your urges much better, and you wont want to have sex as much.
There's nothing that you can really do about it except try to stay away from sexual things. Like if you watch a movie, stay away from the ones with sex scenes.
As for masturbating, I dont know if that's helping or not, but I'd stay away from it too, because it'll only make you want to have sex more.
