So I'm on this 28 day birth control pill. the 4th week, is the inactive pills, and you're supposed to be on your period when taking them. Well,I wasn't the last time I took the inactive pills. Could that affect my chances of not getting pregnant?
If this is a recent change, call your doctor or take a pregnancy test if you don't get your period. But if you're taking the pill the way you're supposed to, you should be alright. If you missed pills, that can mess things up. Otherwise, you're totally fine.

This shouldn't affect anything, because the inactive pills are just sugar tablets. They're just there to make sure you remember to keep taking your pills.
Also remember that the birth control pills aren't 100% effective. Only abstinence is 100% effective, but it's obvious you don't have that in mind. The next best thing: condom. Condoms have been proven to work 99% of the time, and if you combine that with "the pill" you will almost definitely not get pregnant. [ anonymous99's advice column | Ask anonymous99 A Question ]
