On Photoshop, go Image > Adjustments > Curves.
Change the channel to Red, then drag the dot that is in the top right corner just a little bit to the left. Then click in the very center of the box and it will make another small dot. Drag that dot just a little bit to the right.
Then change the channel to Green, and do the same thing.
Then change the channel to Blue, and it will do the same thing.
When you're done, Click OK.
Also, it looks like they blurred the background of the picture and turned the saturation down a little. Do that for even better results.
KisaKiss19 answered Wednesday June 17 2009, 9:50 pm: i'm thinking this actually has more to do with the focus of the camera than the editing, they probably had an advanced camera and played with the effects on it. i'm not really familiar with photoshop, but if theres some way you can very slightly blurr the picture and fade it (also usually an effect on the camera-caused by lighting, focus and coloring) - maybe try to unsaturate it a little? see how its more focused on the little flowers on the bottom? thats usually the effect of having a camera with a lens. sorry i couldn't be more of help, but hopefully you can figure it out by playing with the saturating, lighting, contrast and if photoshop has it - fading. or maybe you could just make somethinng totally awesome and unique by trying variations of those things as well ;)
