I don't have a hamster, but I'm an animal lover so I wanted to help you the best I can so I just looked on a website. I found a few things I will just give you the link and I hope that will help.
[Link](Mouse over link to see full location)
This is the main portion that it told me: The search told me that the most common reasons were age, protein deficiency, vitamin deficiency, hair getting caught in the hamster-wheel, mites, and allergic reactions to the bedding. It also let me know how to check her for mites. Mites cause a red or black pattern of bumps on the skin and they normally nest in the hamster’s hair and bedding.
I hope all of that info helped and I hope that your hamster makes it and is all fine.

No, it doesn't necessarily mean he's dying. It might be say, skin infection or injury. Take a close look and you should be able to see if that's the case.

Either way, you should take him to the vet just to be on the safe side.
