Sometimes it's good to be old-fashioned and let the guy make the first move, but sometimes it takes the pressure off of the guy if the girl makes the first move.

However, if a guy really does like you, he will make the first move, shy or not shy. I have the shyest boyfriend ever but he still made the first move. On your part you have to actually give him hints, tell him, or something to let him know its ok to make a move. It's all about equalization not dominance.
