Talk to him about it. If he doesn't want anything physical out of the relationship, then it's probably best if you part ways now.

If he says he needs time, then by all means, give him time. I know my first kiss didn't come for awhile because I was nervous and I wanted it to be perfect. I'm sure he feels the same.

Do not, by any means, pressure him into doing anything he's not comfortable with. It isn't up to you to decide how physical you get; it's up to BOTH of you.

Like the person under me said, no one likes being forced into doing something they don't want to do. Your boyfriend is probably uncomfortable with his body or maybe he just wants to wait till it feels right. He must have a reason for why not, so maybe you guys can talk about it? Don't rush things. Good things come to those who wait. Hope I helped. :)
