If you're just sitting in a food court or standing in line for a movie at a movie theater or something, do the same thing. But after smiling at her, go and talk to her! Nothing shows confidence (which is one of the most attractive qualities a guy can have!) like literally, going up and talking to us. Introduce yourself and start a conversation. Like, if you're at a movie theater ask what movie she's seeing. If you're at the mall, ask which stores she plans on visiting. Know what I mean? Ask her questions about her (Us girls like when guys show they're interested in stuff we like, and not just looks.)
Another thing you can do to score major points with a girl, is compliment her. Tell her you saw her laughing with her friends and she had a gorgeous smile. Tell her that the color she's wearing looks great on her. Girls love it when guys make them feel GOOD, and there's no better way to do that than with a genuine compliment ;)

she'll probably be with her friends it might be more approachable when shes alone but you dont always have that chance so just go up to her and introduce yourself and ask her for her name. and then maybe ask her for her number. ask about her. think if she was coming up to you what you would want her to say. (like if she has a boyfriend)
i think the eye contact thing is really important cause if im making eye contact with a guy its because i notice him and im probably thinking hes cute...which is probably why your looking at her.
going up to someone you dont know is nerve racking but the least she can do is say no. and if she does dont be rude about it, theyll be plenty of other girls that will say yess.
