fungus gnats on my cannibis plant, HELP !

i've recently noticed little black flies living in my plants soil. they're leaving little white bumps on the stem. i'm almost positive they are fungas gnats. so far i've just been avoiding watering my plant and spraying the top of the soil with dishsoap and water mixed. the flies have decreases drasticly but are still there.

any advice help, i am extremely worried about my babies! any other growing & plant advice greatly appricated. =D
