The bigger the person, the larger the vagina is set. A big girl will have a bigger vagina, and vice-versa.
When people say vaginas are tight, it's because their hymens haven't been ripped, and aside from tampons, nothing else has been up there before.
When a person says a girl is loose, it's because they have so much sex, that their vaginas stay large enough to accomodate a penis all the time. When a girl goes without sex for a while, her vagina stays at it's normal size.
The only time a vagina should physically change would be after having a baby. And even then, they stitch you back up to your original size. ;]
Regardless of size, the only time sex should hurt is if a person is tensed up and not lubricated well enough. Though the first time will be slightly uncomfortable, it should not hurt.

Everyone starts off tight. Some tighter then other depending on body type.
You would know if your tight by what you can fit in there. Tampon, finger ect...
