i've seen this picture of a hello kitty that has a like a money bandana on, and i was wondering if it was copyright and how one could check whether or not it was?

In the US, everything is automatically copyrighted immediately upon creation. It is not necessary to register a copyright or post a copyright notice near the content. This text is copyrighted as soon as I post it.
The image is therefore copyrighted. You can't legally use it unless the author licenses it to you, or you use it under fair use. The Hello Kitty logo used in the image is also copyrighted, so the author of this bandanna version probably violated copyright by making it.

It's not copyrighted. If it was it wouldn't let you save it onto your computer. Or it would say something like Copyright or some other name.
