Webcams range from simple to complex. The most simple is basically a camera attached to your computer by a USB cord. The webcam will come with the software you need. You are wanting to do video calls with your webcam, so make sure the one you buy has that function.
The last web cam I bought I found at Radio Shack, but Walmart, Target, Best Buy, etc all sell them. They vary quite a bit in price, but most good ones are around $100. You can get them MUCH cheaper. Most also come with speakers built in - so just double check. You shouldn't need a headset.
I suggest going somewhere that has someone that can assist you and understands computers...but your computer isn't too old, so it shouldn't be too hard to hook up.
Dell actually has a webcam for around $30. Microsoft LifeCam VX-1000 Web camera. I googled it, and it appears that Toys R Us, Staples, Best Buy, Dell (of course) Radio Shack, Office Max, and Home Depot. Again, make sure it can video message.
Logitech's QuickCam Ultra Vision Special Edition is around $70, and is probably all that you need. ]
