I have the windows setup with an administrator, my admin. forgot their password, and they have the control to decide if we can download or not. I used to do it all the time when I was younger, but must've forgot.
Anywho, how do I, not the head of the computer, change the password of the admin. from my screen?

You will get a menu. Use the arrow keys on your keyboard to select "safe mode" and press enter. At the safe mode login screen, there will be an additional user called "Administrator". This hidden account can change the passwords and rights of all users. By default the account does not have a password.
