during war in Europe who said

"The lights have gone out all across Europe and we dont know when they will come back"

There was a famous saying by a person called Edward Grey who was Britain's foreign secretary.

Apparently there have been many misquotations, and his original line was:

"The lamps are going out all over Europe: we shall not see them lit again in our lifetime."

Assuming of course that there wasn't a similar quote for WWII I am not aware of :)
