I suppose it IS possible, but it would be a very, very rare case. It would be difficult to position yourself perfectly above the deposited semen so it could travel into your vagina, but I suppose it could very well happen.
Always wipe off the toilet seat before sitting anyway to prevent the risks of HPV:
Try to not come in contact with toilet seats and always use a paper protector if you cannot squat properly above. It's better to be safe than sorry, in my opinion. If you cannot do either, bring some hand-sanitizer in your purse. Take some of that and apply it to some toilet paper and quickly "wash" off the seat. Many women do this simply because the thought of the unwashed toilet seat even coming close to them is icky.
Just don't sit on a wet seat, ever. If you sit on wet toilet seats then you should probably rethink your hygienic habits. Always wipe the seat off, clean it if possible, hover above it if possible, and/or use a paper seat protector. Seriously, if it's a public toilet, who wants to come in contact with those?!
