If money is a problem. A card, perhaps hand-made, it'll make them think you were really thinking about them.
Or maybe bake some cookies? Get small plushies? Make some jewelry? Make knit a scarf? Give them one of those IOU gift-coupon for like a school lunch, one movie at the theatre, something you think they'd like. [ rawrlolol's advice column | Ask rawrlolol A Question ]

Because then it shows that they think about you but you don't think about them, understand? What you could do is get all of your friends to do secret santa. Then you only buy for your person. ALso, then you could just give your really close friends the gifts you already bought. You really can't give these gifts infront of everyone, because if you didn't get t hem anything there going to feel like an idiot. You know what i mean?

If I were in your shoes, I'd get each one of my friends something small like a candy cane or heartfelt card and give presents to my close friends without the others around. Christmas is all about the thought so just something small could go a long way:] [ forgetregrets's advice column | Ask forgetregrets A Question ]
