If they smoke outside, the smoke is outside in the free air, not boxed inside a house where it's looking for a way out so it sometimes gets in your lungs. Smoking outside won't harm other people in the house unless you're sitting in their smoke path outside, and even then it's not very harmful at all :) hope I helped!
