The key to making your eyes pop is to use colors that contrast your eyecolor. A copper or brown eyeliner, drawn thinly along your upper lashline, will really make your eyes stand out.

you know that almay eye shadow stuff for blue or green or brown eyes?
ok, well get the one for blue eyes, and use the dark blue one or the light blue one. the brown doesnt look too good.
basically put the eye shadow on your upper lid up to the creese so its not too much.
then put a tiny line of it under your lower eyelid.
make sure you do this before mascara though.
after you finish this put eyeliner on your bottom lids and mascara on both the upper and lower lashes.
