I would definately still ask about having a haunted house party. I'm sure they get some crazy requests every now and again. A DJ, coupled with a caterer, would go very nicely. The only thing left to do is decorate, in which I'm sure you can find VERY cheap Halloween decorations right now.
It doesn't take much to spook a place up. Grab some fake cob webs and start going to town, there's a start. You can find super cheap things and spook the place up :) Good luck.
Open up your phone book and call some caterers, DJs, and party planners. Even if they only do, specifically, weddings, they may be able to direct you in the right place since they're from your area.
