I want to do something in NYC for my best friends bday(just me and her). i want to go somewehere and then a resturant. I was thiinking a chris brown concert but he's not on tour as far as I know. Any ideas?

Take her to the shows and shopping...I heard they have great stores out there...You can find out if Chris Brown is on tour on ticketmaster.com...

Hmm, maybe a broadway show? Or, you could take her to Sephora. Its a make up store...actually THEEE BEST MAKE UP STORE EVER. You could buy her some lip gloss, or eye shadow, whatever floats her boat. Hope I helped!
