If it's a dark brown, you're going to need to bleach it, and then dye a box blonde dye over it.
The hair you've pictured has a LOT of different color variations, lowlights and highlights. You won't be able to achieve it at home most likely unless you're very experienced in the hair coloring. As for waves, take a 1-2 inch curling barrel, or iron and wrap your hair around it so it looks like a spiral. Leave it there for a few seconds, and release, you should get a beautiful wave and it'll last all day. If you're looking for 'just out of the shower' wave, go to your local beauty supply store, or drugstore and look for curl enhancers. For drugstore brands I'd recommend john freida or got2be. If you're willing to spend a little more(10-20), bigsexy products and bedhead products are pretty A+

and it smells great too.
and as for the color i'd take a pic to the salon and ask a professional to do it like that for you.
but if you are determined to box dye do a light light light brown. i would never ever box die blonde because thats when stuff starts turning orange and stuff.
